Legally, however, a Trump-Obama matchup in 2028 is almost impossible. The U.S. Constitution’s 22nd Amendment limits presidents to two terms. Overturning this restriction would require approval from two-thirds of both the House of Representatives and the Senate, followed by ratification from at least 38 state legislatures—a process that is extraordinarily difficult and highly unlikely.
